First, The NHS budget rose from 35b to 90b during the period 98-07, so the increase isn't surprising. This point was made with reference to alcohol on R4's More or Less a couple of weeks ago. Secondly, this estimate does not subtract the cost of treating illnesses such as dementia, with which smokers may have become afflicted had they lived longer. It is generally accepted that, over a lifetime, the average smoker consumes fewer health resources than the average non-smoker. Professor Julian Le Grand recently remearked on this. There have been several papers written on this topic.
