It does not refer to how probable it is.<br /><br />Thus, heavy drinkers are not at risk of heavy drinking, they are already doing it so there is no longer any risk it will start. Those who do not drink heavily are the ones who are at risk for heavy drinking. Those who are drinking heavily have *high* risk of alcohol-caused disease. If drinking is pretended to be the problem, then the solution will be to pretend to dissuade by raising prices - more alcohol duty, more profits for the brewers on which more tax will be levied. Same for smoking.
